The ICC, in a recent report by PTI, has revealed its plans to unite all 12 full member nations in a single WTC cycle, starting in 2027. This move aims to bring Afghanistan, Ireland, and Zimbabwe into the fold, creating a more inclusive and competitive environment.

However, the road to this decision wasn't without its bumps. A special assessment group, led by Roger Twose, had proposed a promotion-relegation system for Test cricket. But when this idea was presented at the ICC's quarterly meeting in Dubai, it faced strong opposition from several member boards, particularly Pakistan, Sri Lanka, the West Indies, and Bangladesh, who were likely to be placed in the second tier.

"Certain members were not convinced about the model," a source revealed, adding that a 12-team system offers more opportunities for teams to compete against each other.

And this is the part most people miss... The England and Wales Cricket Board (ECB) chair, Richard Thompson, raised valid concerns about the potential impact on England's marquee series if they were relegated to Division Two.

Moreover, the suggestion that India, England, and Australia could financially support lower-tier teams in a two-division system didn't gain much traction either.

But the ICC isn't stopping there. Alongside the WTC discussions, they're also exploring ways to revive the ODI league structure, aiming to bring context and clarity back to 50-over cricket.

"The ICC ODI events have shown that there's still a strong appetite for this format. We just need to provide a clear framework and ensure the involvement of top teams and players," an ICC source emphasized.
